 Court Management/Case Management.  
 
As generally accepted in the Courts community, Case Management or Court Management connotes supervision or management of the time and events involved in the movement of a case through the court system form the point of initiation to disposition, regardless of the time of disposition.

To understand the subject comprehensively it is necessary to review the present workload of the subordinate courts. We know that such a large number of cases are fixed before most of the courts, which is humanly impossible for a judge to deal with what to say to proceed with. This unfortunate situation has arisen in spite of the fact that most of us work more than our capacity but we remain behind in disposal of cases as compared to the institution and backlog is increasing day by day. At present the subordinate courts of Sindh are clogged with 123,000 cases whereas in the recent past the arrear was less than 100,000 cases.

If we as the Presiding Officers of Courts manage our court’s cases in a scientific manner we can increase our output manifold without any extra work or extra working hours.

In all other countries special attention is paid towards the training of judges in order to enhance their skill and output.

Each country has its own judicial system and therefore it is not necessary that we blindly follow their strategies in this regard. Similarly each of us should have his own strategy in respect of his court management.

I have made my own result oriented strategy using my own experience, which has proved successful. I will try to give you a brief idea as to how I could be able to clear backlog of 3000 cases in a period of eight months in my district Karachi Central through my colleague judges and succeeded in getting the most encouraging remarks from Honble. Chief Justice of our High Court and foreign consultants of Asia Foundation in presence of District Judges all over Pakistan during Workshops in respect of Access to Justice Program.
