Clearing Backlog:

District East Courts are handling cases more expeditiously, according to the statistics. Backlogged court cases have dropped dramatically.

Backlog is defined as the number of cases with more than average pendency of 6 months. District Karachi East has back log of around 10000 cases. After taking over charge of the district, District & Session Judge Sherwani set target to clear the backlog at the rate of 3%per month. We are working hard to achieve the target. Around 35%of the backlog has been cleared in 11 months. The total pendency has been reduced from 13000 to 10500 cases which is to be brought to 6000.This has been made possible by close monitoring and better court management and is a direct result of the commitment of the district & Sessions Judge and his sub ordinate staff.

1. Better Case Management Scheme:

District East Courts have organized their operations in a purposive and deliberative
manner. Timeliness is one measure of purposive and deliberative judicial decision making. A timely court
is one where litigation is under the control of judges and routine cases do not take longer to resolve than complex cases. District East Courts have introduced a scheme of Case Management under which time standards have been introduced for various steps in case life cycle. This has resulted in marked improvement in cases disposal and backlog reduction. Following time Schedule of the cases as per Case Management Scheme is prescribed for expedious disposal:

2. Case Inspection Policy:

Preparing annual case inspection reports is a standard procedure done by the district courts. These reports are then sent to high court to critically analyze the annual performance of the lower courts. The purpose of this exercise is to review the annual case disposal statistics of the courts, and suggest any improvements to reduce the backlog.
District Courts Karachi East have introduced a strict and regular court inspection procedure under which the performance of one court per week is reviewed. District & Sessions Judge reviews the individual court’s performance regarding cases registration, case files and cash flow. The detailed report contains suggestions, guidelines to remove bottlenecks and thus prevent backlog.
Under the said policy, daily court reports are submitted to District & Session judge to examine the old cases and their expedious disposal.
